Who We Are

The International Civil Police Authority, also known as ICPA, is an independent international nongovernmental organization and professional membership association created to support lawful cooperation, education, humanitarian service, public-safety networking, professional development, anti-human trafficking awareness, and international collaboration.

ICPA is designed as a global professional hub for law-enforcement professionals, security personnel, investigators, emergency responders, diplomatic-security professionals, humanitarian workers, educators, public-safety advocates, and related institutions.

Founding Year & Origin

ICPA was founded in 2011 as a multinational law-enforcement and civil-protection organization focused on professional cooperation, training, public-safety education, humanitarian service, and international networking.

The organization was developed to provide a structured professional association where qualified individuals and organizations could connect across borders, support ethical public-safety work, and participate in international initiatives.

Founder & Leadership

ICPA was established through its founding leadership and administrative headquarters with the purpose of building a professional international network for public safety, civil protection, training, humanitarian programs, and cooperation among qualified members.
